I think partner's should never bid 3NT on auctions like this and that you should never say never. However the principle is that north is limited by 1NT (and the initial pass) and then bids two suits so must be distributional. Even if you have nine tricks or can set them up entries are likely to be a big problem.
Sadly EW had got way too high with 3D and north also should have been more pessimistic.
