I don't think the textbook on how to handle six-six hands (and other similarly extreme distributional hands) has been written. Its hard to criticise 3C when after partner shows a bunch of points you probably think with two six-card suits that you want to be in game. Having said that at the table I bid the more mundane 2S on the same start to the auction.
Pulling 3NT to 4C should be natural if that makes any sense consistent with the previous auction. South has a tricky bid over a natural 4C. The choice is between preference to 4S or a raise to 5C. On this hand a raise is better but it could be easily be better to play in spades if north had better spades - even more so if the scoring was MPs.
