I disagree in part with the reasoning. I don't think its clear for south to bid here. However a minimum should not prevent south from bidding. North bid 2H in a competitive auction. Part of the reason for that is to allow south to compete in the likely event of further competition.
South's fourth heart is a positive. The takeout double could have delivered only three. Thereafter though south has no additional features - but features don't have to be just based on strength - distribution, honour placement, trump quality, quick tricks, defensive tricks etc should all be taken into consideration when taking a push.
There are some people who always seem to take a push. Everyone should be trying to evaluate whether they have a good or bad hand for the bidding so far and whether their hand is more offensive or defensive each time before deciding whether to bid or not.
I agree, I was using minimum in the sense of "rock bottom" for offence and therefore shouldn't be thinking of bidding again. Not too familiar with it, but the ODR isn't high on this hand (basically full of quacks).
