Presumably 2H was a weak takeout offering a choice of partscores. If so north really should just give a preference to spades and regret rebidding 1NT.
Yes revalue the major honours but you also need to devalue the minor honours - the aces not so much but the cQ has diminished value. Also there is the small matter of no fit and not necessarily many values from south.
As it happens perhaps south should have been forcing to game and game is still poor.
Over 1NT 3H would have been reasonable from south with 10 points opposite 15-17.
North got a bit optimistic. Fair enough to revalue your honours in pards suits but a minimum is still a minimum.
