I am not so sure. The suit is poor quality unless you are playing poker then its a straight flush albeit five high. I have seen players overcall 2S on the first round in this auction. Fourteen points and some distribution so there are some good reasons for bidding.
I am not completely convinced by east's 3H. West could have been broke and while east has four trumps (hearts) the hand also has great defense against north's spade contract. Here you turn a sure plus against 2S into a possible minus in 3H - the defense needs good timing to get five tricks.
2S is an ugly bid by North but in pass out position the "rules" are softened considerably, and seems best of a bad bunch including pass
