east has a 4 loser hand (5.5 if using NLTC), so a bid of 4D is OK. But the subsequent bid of 5D when pard has stayed silent? North didn't take advantage and failed to double or bid 5H. Come to think of it, what has South bid 4H on, certainly not minor suit honours so he stands an excellent chance of holding one if not both major Kings, and therefore at this Vul 5H should be the bid.
