Normally, unless agreed otherwise, 2H is 100% forcing on this auction. It is possible to play new suits as non-forcing. They are called negative free bids and they have some merit but probably require a decent amount of discussion to play them well. Having no convenient bid that you want to make is no good reason for east to pass a forcing bid.
