Its fairly normal to open 2NT with a five-card major and then for 3C to be puppet Stayman asking for a five-card major. I can't be sure that is what this pair were playing as this is exactly how the bidding would go playing puppet Stayman or ordinary Stayman.
If playing puppet Stayman with a four-card major opener rebids 3D and then north can bid 3H to show spades or 3S to show hearts. The reason for bidding the major you don't have is to allow a maximum chance that the strong 2NT hand plays the hand and benefits from the lead and being hidden.

Partnership was playing simple stayman, which if North had had 3 hearts would have been a problem as he cant tell whether 3H is a 4 or 5 card suit.
