As a technical matter I think south should bid 2S. This is not because the spades are better but because you might anticipate a possible further competitive bid in diamonds or clubs by the opponents. If that happens with both majors you want to bid again. If you have bid spades you can rebid hearts and partner who surely has at least one major can pick. If you bid hearts first then bid spades if partner has hearts and not spades then you are too high.
