North should stretch here to reopen the auction. Either double or 2C are possible. Both are a little flawed but the principle of reopening is sound.
Double is flawed with only two diamonds.
2C is flawed with such a weak suit.
South should not bid directly with fourteen points. The hand is too weak for 1NT and the shape is wrong for a double (spade length) or overcall (no five-card suit).
