Yes I think it should be forcing. As a general principle if you make a free bid and the doubler shows a strong hand then you owe partner another bid. If you do not play this way then you force the doubler with a strong hand to take some other action - cue bid or jumping which introduce ambiguity or take up bidding space.
Query: North has shown values with 2S, South has shown a one suiter which has too much strength to overcall. Shouldn't 3D for forcing?
