with 10hcp, west needs to do more than tell pard his longest suit. A jump to 3S is probably more informative showing say 8-10hcp and a spade suit. With more hcp a cue of oppo's suit maybe necessary
I think a cue is fine with these ten points and the singleton club. Note that partner is fairly minimum but good shape for the takeout double and slam is a good bet.
(2H) X (P) 3H - says I want to be in game but I am not sure which game.
(P) 3S (P) 4S ... would then end the auction here.
Some play a convention called Lebensohl after a weak two is doubled. With that convention a bid of 2NT in response to the double shows weakness and other bids show some strength 7-10 or so. That could also be useful on similar hands.
